Uncharted Waters: New Horizons (SNES – 1993)

Developed by Koei for its Rekoeition series, New Horizons had six protagonists with stories that intertwined, an open world concept that allowed players to make money and increase their fleet’s power however they wanted, and plenty of secrets for players to discover if they explored the entire map.
